[BUGFIX] Move TsConfig files

Usage of includable static PageTSconfig for restricting to NewsPage only didn't work.

  • Moved TsConfig files to suggested directories
  • Changed include path for TsConfig includes
  • Sorted and refactored ext_tables and ext_localconf matching best practices
